A | 12月16日，市人大常委会召开《抚顺市居家养老服务条例》（以下简称《条例》）新闻发布会，市人大常委会法工委、市人大社会建设委，市民政局相关负责同志介绍了《条例》出台的背景、意义、起草过程和主要内容以及贯彻实施情况。 根据2023年末统计数据显示 抚顺市户籍人口195.24万，60周岁以上老年人68.36万人，占总人口35%，老龄化率全省第一。

D | 为深入贯彻党中央关于积极应对人口老龄化、发展养老事业和养老产业的决策部署，切实抓好养老服务这件民生大事，市人大常委会充分发挥主导作用，始终坚持科学立法、民主立法、依法立法，积极调动各方面的积极性，统筹整合立法资源，切实保证了立法进度，提高了立法质量。《条例》的颁布实施，有利于尽快完善居家养老服务体系建设，形成居家养老服务高质量发展的长效机制，为居家养老服务发展步入法治化轨道提供保障。 《条例》起草过程中，市人大常委会会同政府相关部门深入开展立法调研，全面掌握我市居家养老服务现状，学习借鉴外地先进立法经验，广泛征求意见和反复论证修改完善，市人大常委会两次审议后，于11月27日经省十四届人大常委会第十二次会议审议批准。《条例》将于2025年3月1日起正式实施。 《条例》共六章40条，主要内容包括： 健全完善服务体系，规定政府在居家养老服务中应当承担主导责任，明确了相关政府部门、群团组织的职责； 强化服务设施配置，规定政府有关部门编制养老服务设施专项规划，对政府、企事业单位腾退的用地用房优先用于居家养老服务，住宅区配建居家养老服务设施等； 丰富服务供给内容，规定居家养老必须服务包括生活照料、健康照护、精神慰藉、文体服务、安全保障、法律服务等； 健全激励保障机制，规定各级政府管理职责，强调政府应当依托本地区气候、森林、文化等特色资源，开发、引进旅居养老品牌项目，发展银发经济，同时规定地方留成的福利彩票公益金应当按照不低于百分之五十五的比例用于支持发展养老服务，对居家养老服务机构有关的行政事业性收费，按照国家和省市有关规定予以减免等政策。 当前，我市正全力实施全面振兴新突破三年行动，切实加强“一老一幼”服务保障。下一步，围绕《条例》实施，我市将调整用途的国有、集体所有公共服务设施，优先用于居家养老服务；对政府、企业事业单位腾退的用地用房，符合条件的优先用于居家养老服务。全面落实配建城镇养老服务用房、养老服务设施维护使用、公共设施适老化改造等规定；依托我市“怡养抚顺”智慧养老服务平台，建立健全养老服务信息资源共享机制，推进养老服务数据互联互通，更好地为我市特殊困难老年人提供家政、精神慰藉、紧急救援及文体娱乐等养老服务内容。 责任编辑：李丹。
